The Council of Ministers has circulated to all ministers to stop transfer, delegation and secondment between government agencies and to stop appointing to leadership positions or to occupy supervisory positions, until further notice.

 

The Cabinet Secretariat said in a circular - Al-Qabas obtained a copy of it - that the Council, in its meeting held on the 5th of this month, reviewed a letter of the Civil Service Bureau, which included a proposal from the Civil Service Council regarding the suspension of appointment to leadership positions in all government agencies, institutions and agencies.

An educational source revealed that the percentage of expatriate teachers working in Ministry of Education schools during the current academic year (2020-2021) does not exceed 27 percent of the total number of teachers, stressing that the Civil Service Bureau stipulated that their presence should not exceed 30 percent and that the percentage of Kuwaitis be 70 percent, “which leads us to exclude the inclusion of expatriate teachers in the replacement plan for the fiscal year 2020-2021”.
