His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of the Emirate of Dubai, issued Council Resolution No. (25) of 2020 regarding the Unified Register of Dubai Government Employees, with the aim of finding a reliable source for employee data, inventory and classification, and to ensure its accuracy and quality. As well as managing and monitoring employee data within a unified framework, contributing to planning and decision-making processes related to human resources at the level of Dubai government and government agencies, and responding to the implementation of the emirate's policies towards smart transformation.

By issuing this decision, His Highness has approved a new generation of data for planning and managing human capital in the Emirate of Dubai, through the adoption of the “Unified Register of Dubai Government Employees”, which comes within the “Dubai Records” initiative launched by “Smart Dubai” last March.

The registry is based on employing the latest data science and the tremendous potential it provides. The “Unified Register for Dubai Government Employees” will become the only official source at the emirate level with regard to government employee data. It will also support government agencies in Dubai to achieve the highest rates of key performance indicators. Supervising any projects that are established to meet the needs of government employees, and upgrading them through the privileges granted to them.

The registry will be applied to all government agencies and employee data in the emirate through cooperation between the Dubai Government Human Resources Department and Smart Dubai, each according to its competence stipulated in the decision. The Human Resources Department’s record will be among the first records to which the system is applied, and government agencies are entitled to Using its employees' data available in the registry without the need to obtain a permit.

The Director General of Dubai Government's Department of Human Resources, Abdullah Ali bin Zayed Al Falasi, affirmed that providing accurate and updated data to decision-makers helps in making correct decisions, and human resources are the cornerstone of the process of progress, and they must rely on the renaissance and development of nations, so information and data must be provided. Accurate information about it, enabling officials to set future plans and strategies, as statistical data is a tool for planning and directing, and it plays a very important role in the growth of various sectors.

He added, "The unified register of Dubai government employees is an important reference, providing documented and accurate data on Dubai government employees, which contribute positively to planning and decision-making processes related to human resources at the level of government agencies in Dubai."

Assistant General Manager of Smart Dubai, Executive Director of Bayanat Corporation, Dubai Yunus Al Nasser, said: “There are no limits to the areas that data can develop, and the (Dubai Records) project is a milestone in efforts to improve the future planning potential of the emirate and enable smart data-based decision. "We have employed the latest data science in these records, and we are confident that adopting this record and starting its implementation will be reflected in several areas, such as upgrading competencies, providing job opportunities and Emiratisation, and even planning the needs of the labor market and future academic institutions' outputs."

He continued: “The protection and privacy of data is our top priority in developing the registry, as it contains employee data. With our partners, such as the Dubai Electronic Security Center, we are keen to enhance the security and protection of technical and procedural solutions that ensure data circulation and access to it according to clear controls that take into account the achievement of the main objectives of the record. ».
