According to the statistics, the number of workers in agencies and institutions with an attached budget, which includes 21 agencies, reached 38.4 thousand workers, of whom 33.2 thousand are Kuwaitis, accounting for 86.5%, and it is noticed that about 61.4% of the total employees in these agencies work in the following agencies: Kuwait University employs 6.8 thousand workers at a rate 17.7%, Kuwait Municipality employs 6.9 thousand workers by 18%, the Public Authority for Applied Education and Training employs 4.9 thousand workers by 13%, and the Fire Service Department employs 4.9 thousand workers by 12.7%.

The percentage of Kuwaitis to the total number of workers in these four (aforementioned) agencies ranged from 70% to 99.2%.

As for the volume of employment in the bodies and institutions with independent budgets, which include 16 entities, the total number of employees reached 19.6 thousand, of whom 11.6 thousand are Kuwaitis, or 59.4%.

Kuwait Airways ranked first, employing 6,915 employees with a rate of 35.2%, followed by the Public Institution for Social Security, which acquired 2,170 exploiters by 11%. The statistic indicated that the volume of employment in fully owned state-owned companies, which includes 16 companies, amounted to 28.33 thousand workers, of whom 19.3 thousand are Kuwaitis, or 68.3%. It should be noted that there are big differences in the percentage of Kuwaitis to the total employees of the three aforementioned companies, as their percentage increases significantly in the Kuwait National Petroleum Company by about 99.3% and slightly decreases in the Kuwait Oil Company, reaching 90.9%, while their percentage decreases significantly in the Mills Company.
